On behalf of Homes England, we are looking for a HR Business Partner - Change (InsideIR35) for a 6 months contract, based hybrid in either Birmingham, Bristol, Liverpool, Manchester or Newcastle.
Homes England, the government’s housing and regeneration agency, plays a central role in tackling the housing challenges the country now faces. Following the publication of the government’s Levelling Up White Paper, Homes England has also been tasked with a core role in spearheading regeneration, partnering with places to reduce economic disparity, empower local leaders and create equal opportunities across the country to ensure communities reach their full potential.
Role:
You will work closely with HR leaders, change teams, senior stakeholders, trade unions and legal advisors, providing expert guidance on workforce planning, talent acquisition, organisational change and people-related risk. You will lead a small team and ensure the successful delivery of strategic resourcing programmes that support Homes England's People and Culture Strategy and future workforce requirements.
As a HR Business Partner - Change, your main responsibilities will be to:
- Lead and deliver strategic resourcing programmes and initiatives across the Agency.
- Act as the HR subject matter expert for resourcing and people change activities.
- Manage and support organisational change programmes, ensuring people impacts are effectively managed.
- Lead and direct a team of Talent Acquisition Partners to deliver timely recruitment and resourcing outcomes.
- Deliver end-to-end recruitment and workforce planning solutions aligned to future operating models.
- Develop strong working relationships with senior leaders, managers, trade unions and key stakeholders.
- Provide expert HR advice and guidance on resourcing, organisational change, employment legislation and best practice.
- Ensure compliance with employment legislation, ACAS guidance, internal policies and procedures.
- Identify, assess and mitigate people-related risks associated with resourcing and change activities.
- Use HR metrics, management information and workforce data to inform decisions and provide insight-driven recommendations.
- Partner with wider HR teams, including HRMI, Payroll, Resourcing and Colleague Support, to deliver a customer-focused HR service.
- Coach and influence leaders and managers to ensure consistent application of policies and procedures.
- Support the wider HR team by sharing expertise and building capability in resourcing and change management practices.
Essential:
- Significant experience delivering resourcing and talent acquisition projects, including workforce planning and recruitment campaigns.
- Strong stakeholder and contract management skills, with the ability to influence senior leaders and build effective partnerships.
- Proven experience supporting and leading organisational change programmes.
- Demonstrable HR Business Partner experience, providing expert advice on complex people-related matters.
- Experience using HR data, analytics and MI to support decision-making and manage risk.
- Strong analytical and problem-solving abilities, with the confidence to make sound, risk-based decisions.
- Chartered CIPD Member or equivalent (Degree/NVQ Level 7 in Human Resources or related discipline).
Desirable:
- Previous Public Sector experience and knowledge of public sector recruitment frameworks and governance.
- Experience recruiting within financial, investment or specialist professional services environments.
- Experience working with Trade Unions.
- Experience supporting large-scale transformation or organisational redesign programmes.
