On behalf of The Department for Transport, we are looking for a HR Business Partner (Inside IR35) for a 6 month contract based in Bristol (3 days per week)

As a HR Business Partner your main responsibilities will be:
Workforce Planning and Resourcing Support
- Support short-term workforce planning activity to maintain service continuity
- Provide data-driven insight to inform recruitment prioritisation
- Work with hiring managers to support ongoing recruitment campaigns and resourcing decisions
- Monitor contingent labour usage and support actions to reduce dependency where appropriate
HR Business Partnering
- Provide pragmatic HR advice to senior managers on priority people issues
- Support performance management and employee relations activity where required
- Act as a credible interface between HR and the business during a period of change
Continuity and Risk Management
- Maintain delivery of key HR reporting and compliance activity during team gaps
- Ensure critical deadlines (data returns, reporting cycles) are met
- Provide resilience across the HR function, flexing support where risks emerge
Data, Reporting and Unity Delivery
- Lead on HR data collation, validation, and submission to support Unity programme milestones
- Ensure accuracy, completeness and integrity of workforce data across systems
- Extract, cleanse and transform HR and payroll data to meet project requirements
- Work closely with DfT and internal project leads to meet deadlines and resolve data issues quickly
- Identify and escalate risks early where data quality or timelines are at risk
Essential:
- Proven HR Business Partner experience within a complex organisation
- Strong data capability – experience of extracting, cleansing, validating and analysing HR data
- Experience supporting HR system implementation or data migration projects
- Ability to work at pace, manage competing priorities and hit tight deadlines
- Strong stakeholder management skills, with the ability to engage senior leaders
- Experience working in an ambiguous or changing environment
Desirable:
- Experience supporting shared service or transformation programmes (e.g. Unity-type projects)
- Knowledge of Civil Service HR systems, processes, and governance
- Experience working with workforce data in a multi-system environment
