Description & Requirements

On behalf of DHSC (Department of Health and Social Care), we are looking for Organisation Design Managers (Inside IR35) for a 6 month contract, based hybrid (3 days a week in office) in either London or Leeds.


You will support multiple directorates and senior stakeholders to design future-state organisational structures, operating models, and workforce solutions. You will work across several transformation portfolios simultaneously, providing organisation design expertise, challenge, and guidance to ensure proposals are aligned to strategic objectives and programme outcomes.


This is a highly stakeholder-focused role requiring strong organisational design expertise, strategic thinking, transformation experience, and the ability to operate confidently in complex and sensitive environments.


As an Organisation Design Manager, your main responsibilities will be to:


  • Lead and support organisation design activities across multiple transformation workstreams and directorates.
  • Partner with senior stakeholders to develop future-state organisational structures and operating models.
  • Facilitate organisation design workshops, discussions, and stakeholder engagement sessions.
  • Analyse current organisational structures and assess opportunities for improvement.
  • Support the development, review, and challenge of organisational design proposals and submissions.
  • Ensure design recommendations align with transformation objectives and strategic priorities.
  • Provide advice and guidance on organisation design methodologies, governance, and best practice.
  • Conduct impact assessments to understand organisational, workforce, and operational implications.
  • Identify risks, issues, and dependencies relating to organisational design changes and propose mitigation strategies.
  • Work collaboratively with programme teams, transformation leads, and external stakeholders.
  • Maintain high levels of confidentiality when handling sensitive organisational information.
  • Support governance activities, reporting requirements, and programme documentation where required.
  • Contribute to the successful delivery of organisation-wide transformation initiatives.


Essential:


  • Strong understanding of organisation design frameworks, methodologies, and future-state design principles.
  • Proven experience leading or supporting organisation design activities within complex organisations.
  • Experience developing organisational structures, operating models, and organisational change recommendations.
  • Strong systems-thinking approach with the ability to understand wider organisational impacts and dependencies.
  • Proven ability to engage, challenge, and influence senior stakeholders.


Desirable:


  • Experience conducting spans and layers analysis.
  • Public Sector experience.
