On behalf of The Ministry of Justice, we are looking for a Senior Contracts Lead (Inside IR35) for a 6 Months contract based in London, Sheffield , Leeds or Manchester 2-3 days in the office.
The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.
This is a high-impact opportunity to join the Electronic Monitoring (EM) team, supporting services for over 23,000 individuals across England and Wales.
As a Senior Contract Lead, you will provide strategic leadership across a complex, high-value contract portfolio. You will oversee contract delivery, drive supplier performance, and ensure strong governance and compliance within a fast-paced, high-profile environment.
As a Senior Contract Lead, your main responsibilities will be:
- Lead strategic contract management across the Electronic Monitoring portfolio, delivering value for money and service outcomes
- Ensure compliance with PCR 2015 and Procurement Act 2023 (PA23), embedding best practice governance
- Develop and maintain strong relationships with senior stakeholders across policy, operations, and delivery
- Act as a trusted commercial advisor, providing insight, challenge, and assurance
- Drive supplier performance through KPIs, SLAs, and continuous improvement
- Lead contract risk management, dispute resolution, and change control processes
- Develop and implement commercial strategies aligned to organisational priorities
- Identify and deliver efficiencies, cost savings, and improved service performance
- Strengthen commercial capability, processes, and ways of working
- Build and lead a high-performing, inclusive team culture
Essential:
- Extensive experience in contract management and commercial leadership across complex, high-value environments
- Strong expertise across the full commercial lifecycle, including governance, risk, and delivery
- Proven track record of managing large-scale contracts and delivering value, efficiencies, and cost savings
- Sound knowledge of PCR 2015 and Procurement Act 2023 (PA23), ensuring compliance and audit readiness
- Highly effective at senior stakeholder engagement, influencing, and leading change in fast-paced environments
Desirable:
- Experience within central government or public sector commercial functions
- Familiarity with Cabinet Office controls and Government Commercial standards
