On behalf of The Insolvency Service, we are looking for a Procurement Business Partner (Inside IR35) for a 7 months (Potential extension) contract primarily a home-based basis but for office attendance purposes can attend any of our 11 Regional centres
We are looking for an experienced Interim Procurement Business Partner to join the Commercial Team at the Insolvency Service – an award-nominated, high-performing team recognised by the Government Commercial Function.
Working in a commercial business partnering model, you will lead and deliver
procurement activity across a diverse pipeline of projects and business-as-usual requirements. You’ll play a critical role in shaping commercial strategies, supporting stakeholders, and ensuring compliant, value-driven outcomes.
As a Procurement Business Partner, your main responsibilities will be:
- Lead end-to-end procurement activity from early market engagement through to contract award
- Develop Statements of Requirement and define sourcing strategies
- Deliver framework-based procurements (GCA, YPO, ESPO, Blue Light, etc.)
- Manage tender processes using Atamis e-Sourcing and lead evaluations and negotiations
- Provide commercial advice and challenge stakeholders to ensure robust, deliverable outcomes
- Ensure compliance with governance, transparency, and Procurement Act 2023 requirements
- Manage commercial risks and opportunities across procurements
- Collaborate with cross-functional teams, particularly within DDaT project environments
- Support handling of supplier challenges and disputes
Essential:
- Proven experience delivering end-to-end public sector procurements
- Strong expertise in framework-based sourcing (e.g., Crown Commercial Service and others)
- Deep understanding of government procurement governance and compliance
- Demonstrated ability to manage multiple procurements at pace
- Excellent negotiation and stakeholder management skills
- Experience working within cross-functional project teams, particularly in DDaT environments
Desirable:
- CIPS qualification (or equivalent such as IACCM or relevant degree)
- Experience supporting business cases and complex project delivery
