Description & Requirements

On behalf of Sellafield we are looking for a Cyber Security Consultant (Outside IR35) for a 12 month contract. Remote working with occasional travel to Warrington.

The SCEA Consultant will lead the initial establishment and mobilisation of the Cyber Security Culture, Education & Awareness capability within Sellafield Ltd. This includes designing a strategic, sustainable and CAF aligned approach to reducing human related cyber risk through culture change, education, capability development, and enterprise-wide awareness activities.


This role is responsible for building the foundations (strategy, plans, frameworks, and delivery roadmaps) required for a permanent team member to operate effectively. The consultant will shape the role, produce actionable deliverables, and collaborate SL to embed good security behaviours.


As a Cyber Security Consultant your main responsibilities will be to:


  • Lead the development and refinement of the Cyber Security Culture, Education & Awareness Strategy aligned with CAF Objective B and the wider Cyber Security Strategy.
  • Produce a delivery plan for SCEA – including scope, interfaces, and governance.
  • Develop a Cyber Security Capability Plan focused on behavioural change, workforce awareness, and professionalisation of security culture across the organisation.
  • Design a 12–24 month SCEA Delivery Plan to guide the future permanent SCEA lead/practitioner team.
  • Plan and document cyber awareness campaigns, mandatory learning enhancements, behavioural change initiatives, and targeted interventions.
  • Establish a knowledge management and centre-of-excellence model for CS&IA related to culture and learning.
  • Oversee the creation of core SCEA artefacts, including awareness content, behavioural nudges, comms materials, and training modules.
  • Provide subject-matter expertise on behaviour change, organisational culture, and cyber human risk.


Essential:


  • An active SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. (Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.) 
  • Proven experience in leading cyber security awareness, education, or behavioural change programmes.
  • Strong understanding of cyber security principles, particularly human factors and risk mitigation.
  • Familiarity with regulatory frameworks such as the NCSC Cyber Assessment Framework (CAF).
  • Excellent communication and stakeholder engagement skills, with the ability to influence at all levels.
  • Demonstrable experience of working in complex organisations with diverse stakeholder groups.


Desirable:


  • Experience working in or with nuclear or regulated industries.
  • Understanding of Sellafield Ltd’s operations and ICT estate.
  • Professional certifications such as SANS Security Awareness, SSCP, or similar.
