Description & Requirements

On behalf of the National Crime Agency (NCA), we are looking for an IT Commercial Manager - Inside IR35 for a 6 month contract (possible extension) working on a Hybrid basis (2 days per week in London, Bristol, Warrington or Birmingham office and remaining WFH)


Role purpose:

The IT Commercial Manager will work with senior NCA commercial colleagues to enable the effective management of all commercial activity through all stages of the procurement lifecycle. This will include advising customers on initial commercial strategy and routes to market, managing commercial cases through governance and assurance boards, and advising on contract management issues. The role will also support customers with commercial planning, building a robust pipeline, and ensuring that commercial records are maintained.


The main duties and responsibilities of the IT Commercial Manager would be to:

  • Provide commercial support to senior staff by leading or supporting on new procurements, contracts and supplier management activities.
  • Proactively lead the commercial assurance of requirements, managing stakeholders through all required governance, including compliance with the Cabinet Office Spend Controls and NCA Commercial Assurance Board.
  • Work closely with internal stakeholders to effectively develop and maintain a Commercial pipeline, registers and records, supporting forward planning of sourcing/competitive tender exercises, recording and realising Commercial savings and informing future requirements.
  • Use of Procurement Software Solution (Atamis) to effectively manage and track procurement and end-to-end category management activities.
  • Good level of commercial experience is expected - independently lead a number of own high value / high risk complex procurements. Designing competitions and using professional expertise to get the right outcome. Actively manage, report, record, mitigate commercial risks. Negotiation skills needed.
  • Lead and develop the team and wider Commercial colleagues, around procurement best practice.
  • Build a Commercial network of shared expertise, engaging and collaborating with other government departments and statutory bodies, to achieve continuous improvements and collaborative commercial outcomes
  • Support and/or lead on the management of large contracts across CIP, and the commercial management of key suppliers, as required.


PLEASE NOTE:

SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.


Candidates will also be required to undergo further NCA security checks


Essential:

  • Proven end to end procurement experience
  • Experienced managing multiple strands of various complex procurements, through the full lifecycle (strategy, market engagement, competition design, evaluation, award, and mobilisation).
  • Strong track record navigating public sector governance, including preparing/defending commercial cases through assurance boards and ensuring compliance with Cabinet Office Spend Controls and internal commercial policies.
  • Ability to build and maintain commercial pipelines, registers, and forward plans—producing actionable insights on sourcing timelines, route to market choices, and benefits realisation/savings tracking.
  • Experience managing large/complex contracts and key suppliers (performance, KPIs, SLAs, change control, and disputes), driving continuous improvement and value for money throughout contract life.
  • Advanced skills in identifying, quantifying, and mitigating commercial risks; strong negotiation capability to secure optimal commercial outcomes and measurable savings.
  • Ability to engage, challenge, and influence senior stakeholders across functions, building consensus and guiding non commercial colleagues through best practice and compliant processes.
  • Hands on experience using procurement/cycle management systems (e.g., Atamis) to manage sourcing events, assurance artefacts, pipeline/records, and reporting across the end to end lifecycle.
  • CIPS/MCIPS (or equivalent, e.g., CMCP Expert/Practitioner) with up to date knowledge of public procurement regulations and contemporary commercial methodologies
