Description & Requirements

On behalf of the Oil and Pipelines Agency, we are looking for a Procurement Manager Inside IR35 for a 6 month contract working Remotely with monthly travel to Gosport for key meetings.

Role Objective

Manage commercial and procurement activities, including contract administration, to ensure timely and efficient delivery of goods, services, and works in line with UK public procurement regulations, supporting OPA operations. (Experience of working within Defence would be a benefit.) Ensure contracts are effectively managed to maximize value with supplier partners.


Job Dimensions:

The Procurement Manager oversees procurement and commercial contract needs at OPA, for both UK and international projects governed by UK public procurement regulations.


The role emphasises effective collaboration with internal and external stakeholders to ensure procurement programmes are set up for success. Strong interpersonal skills and the ability to build relationships are essential, as the position involves working with a wide range of people.

The main duties and responsibilities of the Procurement Manager would be to:

  • Integrate OPA’s core values and process safety into daily tasks.
  • Apply best commercial practices and resolve conflicts efficiently.
  • Implement controls to protect assets and investments.
  • Foster positive stakeholder relationships.
  • Maintain professionalism in all business interactions.
  • Ensure effective communication.
  • Submit activity reports and management information as needed.
  • Uphold integrity and confidentiality.
  • Follow procedures for asset use, care, and OPA accounting policies.
  • Oversee procurement, contract awards, and contract management for the OPA.
  • Handle contract changes, risk assessment, and collaborate with Quantity Surveyors and other OPA teams.
  • Negotiate with suppliers and manage contract terms.
  • Prepare commercial reports and manage future project pipelines.
  • Ensure compliance with health, safety, and security standards.
  • Escalate critical issues to senior management.


Essential: 

  • Experience in managing the end-to-end procurement process within a UK public body.
  • Experience in managing one or more contract of medium to high complexity/value/risk.
  • Experience of the Public Contract regulations PCR2015; and knowledge of the Procurement Act 2023
  • Experience of NEC3/NEC4 forms of contract
  • Strong understanding of contract management and the principles of end-to-end commercial lifecycle management.
  • Strong commercial knowledge, understands the need for trade-offs in an area of responsibility and can apply the commercial principles within the boundaries of contract law.
  • Demonstrates the ability to lead on securing ‘value for money’ through achieving good return on investment on commercial projects.
  • Must be able to deliver at pace within a complex stakeholder environment
  • Demonstrates the ability to analyse risks and understand margins of error in developing recommendations and making effective decisions.
  • Demonstrates the ability to communicate standards to eliminate corruption, fraud and unethical behaviour in supply chains, taking appropriate actions in the event of any alleged breach of standards.
  • Effectively builds team confidence to handle setbacks, resolve internal issues, and drive local change by collaborating with stakeholders to address challenges.
  • Has strong stakeholder engagement skills and can present technical advice successfully in order to influence internal and external decision making.
  • Demonstrates the ability to articulate commercial motivations and expected behaviours of stakeholders, suppliers and networks.
  • Relevant senior management and job-related experience at an appropriate level; MCIPS/CIPS, GCF ADC commercial qualification or equivalent.
