On behalf of HM Land Registry, we are looking for a Learning Management System SME(Inside IR35) for a 6 month hybrid contract based out of Nottingham.
The successful candidate will have an expectation of 3 office working days per week with the remaining 2 days working from home.

As a Learning Management System SME, your main responsibilities will be:
- Define and validate LMS requirements, building on existing work to produce a clear, user‑centred, organisation‑wide specification ready for market.
- Set measurable success criteria covering experience, accessibility, capability uplift, compliance and insight generation.
- Prepare market‑readiness materials, including supplier briefing content and pre‑engagement packs.
- Assess risks, dependencies and integrations, mapping technical, business and procurement risks with clear mitigations.
- Develop procurement documentation, including specification, tender requirements, evaluation criteria, user scenarios, and process maps.
- Create a high‑level sourcing roadmap, outlining key stages from April 2025 through to contract award.
- Lay foundations for change and benefits realisation, ensuring early alignment, stakeholder readiness and benefits tracking frameworks.
Essential:
- Experience in MI reporting and data analysis.
- Analytical Thinking - ability to translate technical concepts into practical guidance for non-technical users.
- Excellent communication – skilled in explaining technical concepts clearly to non-technical audiences and translating organisational learning requirements into system specifications
- Training delivery – confident in designing and delivering engaging training sessions.
- Collaborating across teams e.g., Organisation Design & HR, Transformation & Technology, Corporate Systems
- Some understanding of oracle performance management system
Desirable:
- Knowledge of organisational development and learning principles.
- Experience with system integrations and vendor management.
- Familiarity with performance management frameworks.
