Legislation Manager
1 X Permanent: Full time 36 hours per week
Salary: £52,420 to £55,041 per annum
A £312 tax-free working from home allowance is also payable annually.
Location: Cardiff, Belfast or Edinburgh (Hybrid – min. 2 days in office) or Remote (UK)

About the role
This is an exciting opportunity to join a dedicated team responsible for planning, coordinating and monitoring the Commission’s work relating to primary and secondary legislation needed to implement electoral reform across the UK, Scotland and Wales.
You’ll play a central role in managing and overseeing our response to legislative change, ensuring our work is well planned, robust and aligned to the needs of electoral administrators, political parties, campaigners and voters.
Day to day, you will:
Coordinate work across the Commission to respond to draft legislation and engage constructively with governments across the UK.
Use project management tools to track interdependencies, risks and assumptions, ensuring plans are accurate and well communicated.
Develop detailed delivery plans to support administrators and stakeholders with the implementation of legislative change, as well as voter-facing work including large-scale public awareness campaigns and form development.
Lead engagement strategies for internal and external stakeholders at each stage of the legislative process.
Build and maintain strong relationships with key electoral stakeholders.
Manage two direct reports, providing clarity, support and ongoing performance development.
This is a varied and high-impact role at the heart of electoral policy change and delivery.
About the team
You will join the Legislation Strategy and Coordination function — a specialist team working at the forefront of UK electoral reform arising from the UK’s Governments. The team is collaborative, supportive and highly motivated, with a strong ethos of professionalism, integrity and problem solving.
We work closely with policy, legal, public awareness and operational colleagues across all of our offices, offering a unique insight into cross Commission projects and the opportunity to influence large-scale, high profile electoral changes.

Who we’re looking for
This role would suit someone organised, proactive and enthusiastic, with the ability to manage complex and time sensitive projects while working confidently with a wide range of internal and external stakeholders.
You will bring:
- Strong project management and planning skills.
- Experience or sound knowledge of electoral law and practice.
- A solid understanding of the UK’s political and legislative processes.
- Excellent communication skills, both written and verbal, with the ability to explain technical concepts clearly.
- Strong analytical and problem solving skills.
- Experience managing relationships across senior and technical stakeholders.
- Experience managing or guiding others (desirable but not essential).
