On behalf of Network Rail, we are looking for a Sourcing Manager for a 6 month contract based hybrid, 3 days in the office in Milton Keynes or if London based, 2 days London and 1 day Milton Keynes.

As a Sourcing Manager, your main responsibilities will be:
- Lead the full sourcing process — from understanding business needs through to contract signature — for high‑value, complex opportunities. Use strong commercial judgement and influencing skills to deliver great outcomes and support annual savings goals.
- Bring Integrated Category Strategies (ICS) to life by managing a well‑planned sourcing pipeline. Work closely with Category Managers and stakeholders to deliver (and ideally exceed) the savings and benefits expected in each ICS.
- Apply the Sourcing Framework for major sourcing activities (£100m–£300m annual spend), ensuring all governance, regulatory, and OJEU requirements are met and validated by Procurement Risk & Assurance.
- Act as an expert negotiator, securing the best value and ensuring agreed financial benefits are approved by Finance and reflected in budgets.
- Develop innovative, sourcing‑led solutions by creating business cases and working with stakeholders to address complex business challenges using market expertise.
- Ensure a smooth handover from sourcing into Strategic Supplier Management, creating a positive and seamless experience for stakeholders and suppliers.
- Shape and challenge demand across the organisation by using strong stakeholder engagement and influencing skills to maximise overall commercial value.
- Drive continuous improvement in sourcing processes, customer experience, and annual satisfaction insights, supporting the ambition to deliver best‑in‑class procurement.
- Build strong external market knowledge by developing commercial models and total cost of ownership approaches, helping the team adopt good practice and grow towards a best‑in‑class capability.
Essential:
- Ability to manage complex tenders and sourcing activity with ease
- Excellent stakeholder management skills with the credibility to influence at all levels
- Familiarity with PA23 training or frameworks
- Experience using e procurement systems
- Experienced with agile cross-functional collaborative working methods
- Politically savvy, with the proven ability to use direct and indirect influencing strategies at an executive level
Desirable:
- Strong background working within the public sector (highly desirable)
- Rail industry experience is highly desirable, but not essential
