Description & Requirements

On behalf of The Home Office - Disclosure Barring Service (DBS), we are looking for a Senior Business Analyst (Inside IR35/PAYE) until the end of March 2026. This is a hybrid working role (occasional travel to Liverpool).

These systems work collaboratively to deliver our cross-cutting priorities, whilst providing increasingly efficient and secure services for the public. These are difficult areas that can rapidly change in the global environment we work in – this makes us one of the most exciting and stimulating government departments in which to work.


Job Purpose:


DBS requires a professional business analyst to support development of a clear programme level outcome, which will need an outline business case to assess the cost, benefits, complexity, risks and management case to proceed. The programme will need to operate to the Government Functional Standard to ensure successful delivery.


The programme is at an early stage, so options, scope and objectives will need to be developed during this stage.


As a Senior Business Analyst, your main responsibilities will be:


  • Advising on the approach to identify, investigate, prioritise and analyse complex problems and opportunities / options within a large volume of processes across the entire organisation to deliver cost efficiencies, increased productivity and achieve quality targets.
  • Identify the range of business analysis activities required to undertake a process improvement exercise and create a plan for how all of the related processes can be looked at, mapped and analysed.
  • Leading on the modelling of processes, systems and data at varying levels of detail or complexity. Mapping out the processes to identify the baseline (as is) and support the identification of opportunities.
  • Making recommendations that could span across people, process or technology in multiple government functions to deliver cost efficiencies and increased productivity including quantifying potential benefits.
  • Developing and maintaining relationships with key stakeholders, applying communication strategies to build relationships, clarifying needs and commitments through consultation and consideration of consequences while focusing on user and business needs.
  • Coaching others working in business analysis across the organisation to develop capability. Building capability in methods and tools, ensuring they are adopted consistently and used effectively.
  • Validating and documenting business benefits for the relevant recommendations.


Essential:


  • Experience of leading / managing business analysis skills at a senior level, across multiple stakeholder groups.
  • Experience of operating at both a programme and project level.
  • Experience in a complex people, process, data, technology and legislative environment.
  • A recognised, professional Business Analysis qualification.
