Description & Requirements


On behalf of FCDO, we are looking for a Digital Business Analyst (Inside IR35) for a 6 Month contract-based Hybrid/ in Milton Keynes.


SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.

As a Digital Business Analyst your main responsibilities will be:

  • Conduct stakeholder interviews, workshops, and observations to elicit and clarify requirements.
  • Identify hidden needs and opportunities for improvement, ensuring scope is well-defined and controlled.
  • Analyse and model current (“as-is”) and future (“to-be”) business processes, creating clear visual representations of workflows and data flows.
  • Translate business needs into clear, concise, and testable user stories and acceptance criteria.
  • Produce high-quality documentation including requirements, scope definitions, and process artefacts.
  • Facilitate effective workshops, ensuring active engagement and alignment between business and technical stakeholders.
  • Act as a bridge between business users, delivery teams, and technical specialists to ensure shared understanding and effective outcomes.
  • Work collaboratively within Agile, Waterfall, and hybrid delivery frameworks, adapting methods as needed.
  • Prioritise work effectively to deliver maximum business value under time and resource constraints.
  • Support continuous improvement by identifying risks, issues, and opportunities for optimisation across cyber operations.


Essential:

  • Proven experience in requirements elicitation using interviews, workshops, and observation techniques.
  • Ability to write clear, testable user stories and acceptance criteria.
  • Strong analytical and modelling skills, with experience in process mapping and data flow analysis.
  • Excellent written and verbal communication skills, capable of bridging business and technical teams.
  • Strong facilitation skills and the ability to build trusted relationships with stakeholders at all levels.
  • Demonstrated experience working in Agile and Waterfall (or hybrid) environments.
  • Proficient in Microsoft Teams and Planner for collaboration and task management.
  • Highly organised, outcome-focused, and able to deliver value under constraints.


Desirable:

  • Experience working within cyber security, IT operations, or digital transformation programmes.
  • Familiarity with business analysis tools such as Visio, Miro, or Lucidchart.
  • Knowledge of industry standards and best practice frameworks (e.g., IIBA, BABOK).
  • Experience supporting discovery and process improvement within government or regulated environments.
  • Understanding of MVP (Minimum Viable Product) and iterative delivery approaches.
  • Experience applying digital understanding to identify and implement process improvements.
