On behalf of the Cabinet Office, we are looking for a Financial Transactions Officer (Inside IR35) for a 6 months contract based Remote - travel Newcastle or London occasionally.

You will be central to the Infected Blood Compensation Authority (IBCA) becoming fully independent, scaling its finance function and processes. You will be responsible for overseeing and performing key operational tasks related to requisitions, accounts payable, and cash management.
You’ll have significant experience in this area and using that expertise you’ll help IBCA to ensure that the service operates to best practice. You will be the point of contact for the wider organisation and the lead on undertaking the service duties day to day, with support from the wider team.
You will help develop policies and processes, whilst managing a quality service to ensure the department can continue operational delivery. As the department is scaling, you’ll need to be a self-starter who takes initiative to develop a detailed understanding of the objectives, financial transactions and business areas of their department.
To support the organisation rapidly establish its processes and deliver to tight timescales, this role will from time to time require flexibility to assist with the wider finance deliverables.
As a Financial Transactions Officer, your main responsibilities will be:
- Overseeing and performing key operational tasks related to requisitions, accounts payable, and cash management.
- Contribute to the continuous improvement of finance operations processes, identifying opportunities for increased efficiency and accuracy, and developing key policy and process.
- Act as a key point of contact for requisitioning staff, providing advice and guidance, and reviewing requisitions for goods and services, ensuring compliance with departmental spending controls, budget approvals, and procurement rules.
- Resolve complex supplier queries and payment issues, escalating as necessary.
- Support the wider team in providing training to departmental colleagues on finance processes and systems.
- Review regular reports provided by IBCA’s shared service provider to ensure accuracy, look into any issues and to resolve any queries.
- Promoting a culture of excellent customer service.
- Monitoring and reporting performance against service level agreements and targets
- Supporting the team to scale the service.
- Overseeing audit requests and providing prompt responses
- Scope to have involvement in wider accounting and finance tasks such as identifying accruals, posting journals, attending monthly review and forecast meetings, and others as may arise.
Essential:
- Experience with requisitioning and procurement processes.
- Strong understanding of accounts payable, payment processing, and financial controls.
- Ability to communicate effectively (written and verbally) with staff and stakeholders at all levels
- Good organisational skills and a proven ability to plan and manage competing priorities
- Ability to work as part of a team and independently when needed.
- Ability to work flexibly to respond to priorities
Desirable:
- Experience of working within a government or public sector environment.
- Experience of month end accounting activity, including accruals, journals, review of ledger balances and reconciliations.
- Part-qualified or a desire to work towards a professional accounting qualification (e.g., AAT, CIMA, ACCA).
