Description & Requirements

On behalf of DWP, we are looking for a Senior Commercial Manager (Inside IR35) for a 6 month contract based  in Manchester or Blackpool 3 days per week


The Department for Work and Pensions (DWP) is responsible for welfare, pensions, and child maintenance policy. As the UK’s biggest public service department, it administers the State Pension and a range of working age, disability and ill health benefits to around 20 million claimants and customers. Working with DWP, you will be helping us to drive our priorities to:

  • Provide effective, efficient, and innovative services to the millions of claimants who rely on us every day, including the most vulnerable in society

Commercial Delivery's Digital Category procures predominantly digital resource and outcome related services, software and anything further technology-related to support all of the DWP internal and external programmes and services. Working within the UC, WA and AI so you never know


The individual will provide end-to-end commercial support for procurements and contracts within the one of the sub-categories of Digital, so this role relate to buying Digital goods and services. This will include market analysis, requirements gathering, preparation of sourcing strategy, development of tender documents, execution of tender process, contract award and contract management. They will also be required to ensure that all relevant DWP and wider government governance and policy is followed, as well as strict compliance to procurement regulations.


As a Senior Commercial Manager, your main responsibilities will be:


  • Lead end-to-end procurement of digital goods and services, including market analysis, sourcing strategy, tendering, contract award, and management
  • Ensure compliance with DWP and wider government policies and procurement regulations, primarily using CCS digital frameworks
  • Maintain and manage procurement pipelines using Microsoft Lists, ensuring timely initiation and progression of commercial activities
  • Engage stakeholders across digital and finance teams to align procurement with business needs and maintain clear communication
  • Apply market insight to shape sourcing strategies for IT communication, collaboration tools, and desktop software/services
  • Deliver commercial oversight of contracts, identify savings and value-add opportunities, and ensure accurate documentation and system updates


Essential:


  • Proven experience in procuring digital goods, services, and resources, with strong knowledge of CCS Technology Frameworks and UK procurement legislation (PCR2015, PA2023)
  • Strong commercial acumen with excellent stakeholder engagement, negotiation, and contract management skills
  • Ability to manage multiple complex activities, prioritise effectively, and provide strategic, insight-driven advice to senior stakeholders


Desirable:


  • Ability to apply market knowledge to secure better deals.
  • MCIPS/CIPS or equivalent
