Description & Requirements

On behalf of FCDO, we are looking for a Lead PMO Analyst Inside IR35  for a 6 months contract contract based Hybrid 2-3 days a week in London

SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance. 


As a  Lead PMO Analyst , your main responsibilities will be to:


  • Develop and maintain the portfolio plan, incorporating key milestones from the project schedules and finance data. Conduct sensitivity and scenario analysis. Provide support to estimating and strategic planning
  • Take the lead in ensuring the portfolio has effective processes and tools in place to identify, monitor and resolve changes to project delivery. Establish and operate mechanisms to track portfolio delivery and update progress against the plan. Establish and maintain Portfolio KPIs.
  • Facilitate regular review and monitoring of all changes, and ensure all changes have an appropriate impact analysis. Demonstrate the impact of change and escalate changes where there is significant impact requiring a decision. This will include assessing change, identifying patterns and trends and understanding dependencies and risk
  • Optimise the portfolio to align with strategic objectives and meet in-year financial and resourcing constraints. Manage portfolio prioritisation using existing model. Develop, maintain and provide expert assistance to the commissioning process whereby projects are added to/removed from the portfolio.


Essential:

  • Expert in analysis of project schedules and finance data to identify changes, trends and areas of interest or concern.
  • Experienced in developing and maintaining accurate portfolio/programme plans, modelling the impact of changes to the plan and developing planning options.
  • Intensely curious with an analytical mindset, taking time to understand the information and data complexities and interactions and ask insightful questions to fill gaps in knowledge
  • Highly competent in use of existing excel and excel-based tools to conduct analysis (but NOT a developer).


Desirable:

  • Familiar with data visualisation and the ability to think creatively and innovatively to design and create visually appealing and insightful custom reports and unique data presentation solutions.
  • Familiar with the Treasury’s Five Case Model/Green Book delivery model. Desirable (not essential) – has knowledge of how capital projects are delivered and familiarity with the RIBA design and construction lifecycle
