Description & Requirements


On behalf of EANI, we are looking for a Senior Quantity Surveyor (Inside IR35) on a 6 month contract which is a hybrid role so requires occasional visits to various locations across Northern Ireland - Belfast, Ballymena, Armagh, Omagh and Dundonald


EA was established on 1 April 2015 under the Education Act (Northern Ireland) 2014. EA is a non-departmental public body sponsored by the Department of Education (DE) and the Department for the Economy (DfE), responsible for ensuring that efficient and effective primary and secondary education and educational services are available to meet the needs of children and young people, and for ensuring the provision of efficient and effective youth services.


The Senior Quantity Surveyor will support the Head of Service, Major Capital Delivery Service Managers and relevant stakeholders, through the delivery of comprehensive project & contract management, to ensure the effective and efficient development and delivery of Projects and Contracts, in order to meet the Authority’s strategic objectives.


As a Senior Quantity Surveyor, your main responsibilities will be:


  • Review, analysis and assess, architectural designs and cost information
  • Plan, develop & implement programme & project cost information
  • Compile feasibility reports, determine environmental impact, create project proposals,
  • Ensure all costs are compliant with regulations and guidance documents,
  • To make managerial, financial and technical decisions throughout the design, production and construction phases on the Education Authority’s in-house and external projects,
  • To develop and interpret a range of design research, program, plan, and estimate costs applying knowledge of architectural design construction, detailing, specification, construction procedures, planning & building control, building materials, specifications & systems,


Essential Skills


  • Extensive experience in delivering or managing pre & post contract Quantity Surveying services in the delivery of multiple large-scale projects.
  • Sound knowledge of EA business and finance processes.
  • Working knowledge of financial management/ reporting /implementation of projects/ development works/ data analysis/ NEC contract management & administration/ service improvements.
  • Knowledge of Construction and Procurement Delivery (CPD) / EA Commercial Procurement Services
  • Stakeholder engagement at all levels across the business
  • Strong self starter with the proactive approach to all duties


Desirable Skills


  • Demonstrable knowledge & or experience in digital proprietary cost management software platforms.


Qualifications


  • Be professionally registered as a Chartered (Quantity) Surveyor or have a Degree in Quantity Surveying
