Description & Requirements

On behalf of the Bank of England, we are looking for X3 Senior Project Managers (Inside IR35) for a 12 month contract. These are hybrid working roles (two days per week office based - London/Leeds or Essex)

SC Clearance is an essential requirement for this role, as a minimum you must be eligible and willing to undergo these checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.


As a Senior Project Manager, your main responsibilities will be to:


  • Lead full lifecycle project and programme delivery, from business case development through to implementation and benefits realisation.
  • Manage financials and budgets, ensuring effective use of resources and clear reporting to stakeholders.
  • Drive the development of business cases, project plans, and governance frameworks.
  • Build and maintain strong relationships with senior stakeholders across regulatory, financial, and payments sectors.
  • Oversee teams in a matrix environment, ensuring alignment across multiple business functions.
  • Deliver complex programmes in environments with significant ambiguity and change.


Role-Specific Focus Areas

  • Markets Banking / Notes / Resolution: Finance-heavy initiatives including budget management, stakeholder engagement, and delivery across regulatory and financial domains.
  • Central Bank Digital Currency: Full-lifecycle programme management in payments and financial services; experience in payments industry or regulatory environments highly desirable.
  • Monetary Analysis / Organisational Transformation: Leading organisational design, change and transformation initiatives with extensive senior stakeholder management.


About You

  • Extensive years of full-lifecycle project and programme management experience, including hands-on delivery.
  • Strong expertise in financial and budget management.
  • Proven ability in business case development and benefits realisation.
  • Exceptional stakeholder management skills, including senior executive engagement.
  • Experience working in regulatory, finance, or payments industries (desirable depending on role).
  • Comfortable working with ambiguity and driving clarity in complex, changing environments.



Please be aware that this role can only be worked within the UK and not Overseas.
