On behalf of FCDO, we are looking for a Business Analysts (Inside IR35) for a 6-month contract based remotely but does Include ad hoc visits to essentially the London office, visits to Glasgow will be expensed

The HEROS2 Programme is entering a crucial design phase, where we are planning to replace or redesign the current programme structure. This role will lead the assessment of different delivery models and support key decisions.
As the Business Analyst, you’ll work closely with Capability Leads from the Humanitarian Crisis Response Department (HCRD), the Migration and Conflict Directorate (MCD), and other stakeholders. Your goal will be to help finalise the Target Operating Model and turn it into clear, actionable requirements for procurement.
SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.
As a Business Analyst, your main responsibilities will be:
- Assess and develop delivery model options for the new programme.
- Conduct cost modelling to support procurement and budgeting decisions.
- Build on existing cost modelling work, incorporating - staff costs, running costs, scalability analysis and inflation factors
- Extract and analyse data from the current Heroes Programme to inform the new design.
- Facilitate workshops and discussions with Capability Leads to shortlist delivery models.
- Develop evaluation criteria, evidence packs, and support option assessments.
- Present recommendations to senior stakeholders.
Essential Skills
- Proven experience in business analysis and change management on complex programmes.
- Extensive background in developing and appraising Target Operating Models.
- Experience in cost modelling, financial forecasting, and scenario planning.
- Skilled in stakeholder engagement and translating data into actionable insights.
- Familiarity with procurement processes and commercial evaluation.
- Strong self starter with a proactive approach to all duties
Desirable Skills
- Degree or certification in Business Analysis, Economics, or Project Management.
- Professional certifications in project costing or estimating or business analysis
- Experience with UK Government or international development organisations.
- Knowledge of tools like JIRA, Visio, and emerging technologies (AI)
