On behalf of the Ministry of Defence (MoD) we are looking for 4 no. Commercial Managers (Inside IR35) for a 12 month contract on a hybrid basis of 2-3 days per week in Salisbury (flex for extra days worked, offset against remote the following week etc).

The work really matters; the MOD offers a range of engaging roles which have a direct impact on the quality of services they provide, in many locations across the UK. We support teams working in HR, Primary Health Care, Corporate Services, and many others.
As a Commercial Manager, your main responsibilities will be:
- To provide procurement and contract management support to the Estates Portfolio in an NEC4 environment. Requirements vary in value and complexity and mostly relate to design and construction (RIBA Stages 0-7).
- You will work closely with Project Managers to help articulate requirements (Scope) and determine the most appropriate routes to market, often selecting from a range of Public Sector Framework Agreements e.g. Crown Commercial Services.
- You will be responsible for drafting Commercial Strategies for inclusion in business cases.
- You will be required to work alongside the NEC PM to provide general contract management e.g. negotiation and implementation of Compensation Events, as well as administration and management of all contracts, in line with MOD Commercial policies and Government Commercial Function contract management standards.
Essential:
- SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.
- Experience with Public Contract Regulations (PCR), Defence and Security Public Contract Regulations (DSPCR).
- Working knowledge of Procurement Act 2023.
- Experience of working in a commercial team specifically supporting significant design and construction programmes.
- Extensive experience of NEC4 contracting, specifically Engineering Construction Contracts (ECC) and Professional Service Contracts (PSC); an NEC4 accreditation would be beneficial.
- Communication with suppliers and internal stakeholders will be also required.
- An ability to communicate priorities and business plans to internal and external stakeholders, whilst ensuring that all programmes and projects deliver to time, cost and quality.
