Description & Requirements

On behalf of The Home Office, we are looking for a Commercial Lead (Inside IR35) for a 12-month contract.

Hybrid - 60% in Croydon office & 40% WFH. 


Programme:

The border is vital for the UK’s security, prosperity and global reputation; it is the gateway for a Global Britain. As well as enabling travel and trade in support of our economic recovery, the border is a unique intervention point to prevent terrorists, criminals and illicit goods from reaching our streets and to prevent illegal migration.


The role sits within the Digital and Technology Commercial team and requires a driven and dynamic individual operating in a fast-paced high-profile environment. The successful candidate will act as the Commercial Lead for a critical project EBSA, working closely with the Commercial Specialist/Business Partner.

The post-holder will continue to deliver value and manage performance and risk over the full procurement lifecycle, underpinned by working both proactively and in response to specific challenges/issues as these emerge, but always managing the stakeholders’ expectations effectively and sensitively. 


SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.


As a Commercial Lead, your main responsibilities will be to:

  • Execute and lead procurements for the HO that conform to the HO Procurement Policy & Procedures Manual, and which comply fully with prourement law, HO and government policy, and assurance processes.
  • Be responsible for competitions, ensuring accurate, comprehensive and transparent analysis, with recommendations to senior decision makers based on whole life costs that maintain full business ownership of the commercial outcomes. 
  • Ensure that individual strategies are created which access the right markets and provide suppliers with the necessary engagement for optimal outcomes whilst supporting the overall Commercial Strategy.
  • Influence stakeholders at executive levels and support development of requirements that align best to contracts, suppliers and supply market’s ability to deliver value and quality.
  • Develop a strong and integral interface between business area and Commercial that encourages better understanding and interaction between the two teams. Manage and agree priorities and ensure an up-to-date procurement pipeline and data accuracy is maintained. 
  • Deliver cashable savings and other financial/non-financial benefits.
  • Ensure that commercial risks are identified and managed at all stages of the procurement, and that ongoing risks are transferred seamlessly into contract management.
  • Ensure all data on Jaggaer and Contracts Finder for Borders IT contracts and procurements are accurate and kept up to date.
  • Develop strong strategic relationships with a range of internal and external stakeholders to maximise opportunities to collaborate, achieve efficiencies, improve capability and promote the commercial profession.    
  • Provide consistent and clear commercial advice and guidance to internal and external stakeholders.


Essential:

  • CIPS level 6
  • Experience in delivery of IT related procurements in a complex and policy-led environment, across the end-to-end lifecycle.
  • Experience of managing contracts with complex commercial structures to ensure value for money is achieved. Demonstrating strategic thinking, flexibility, risk management and resilience.
  • Experience in developing business cases/plans, commercial strategies, presenting commercial options to business stakeholders and presenting commercial cases with robust and well-thought-out reasoning and justification for approval at programme and delivery boards.
  • Experience of building and influencing strong, productive relationships at all levels and with a variety of stakeholders with different backgrounds, perspectives, and motivations, in a highly complex, dynamic, and commercially focused environment.
  • Experience of delivering a high-quality commercial service across the full commercial lifecycle including knowledge and understanding of commercial policies, their practical application, and the ability to implement the latest commercial methodologies


Desirable:

  • MCIPS qualifications
  • Awareness / experience of CCS Frameworks.
