Description & Requirements

On behalf of DCMS we are looking for a Senior Information and Records Manager  (Inside IR35) for a 6 month contract. Hybrid working based in London or Manchester. 


DCMS Knowledge and Information Management (KIM) is a small but high performing team, working at the heart of the Digital, Data and Technology (DDaT) directorate. The team works with users and teams across the organisation, supporting policy, programmes, corporate functions and Private Offices. The KIM team is responsible for all aspects of managing the department’s paper and digital records, including compliance with Public Records legislation. 


This role supports the Head of Knowledge and Information Management (KIM) to advance information management and governance within DCMS, identifying and exploiting technologies and opportunities to improve KIM delivery, efficiency and compliance



As a Senior Information and Records Manager your main responsibilities will be:


  • Coordinating across the Knowledge and Information Management team, working closely with colleagues in Operational Data Protection and Cyber to ensure DCMS continues to operate a full information governance function to users.
  • Alongside data protection and cyber, working to identify, mitigate, escalate and ensure accountability for information risks. 
  • Providing information and records management advice to DCMS projects and programmes and occasionally to DCMS public bodies, as part of a broader DDaT engagement. 
  • Oversight of the KIM service across DCMS, including providing support for complex KIM queries and disclosure requests. 
  • Sustaining engagement outside of the team including with the wider DDaT Directorate, the Public Inquiry team, FOI team and Private Offices. 
  • Developing and maintaining guidance and processes to support good records management and increase awareness of best practice. 



Essential:


  • An active SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. (Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.)
  • Experience of managing paper and\or electronic records throughout their lifecycle, including creation and capture, maintenance and access, review and final disposition.
  • A demonstrable understanding of the Public Records Act 1957 and 1968, Freedom of Information Act 2000 and Data Protection Regulation 2018.
  • An ability to communicate effectively with a range of stakeholders, utilising different communication styles.
  • An ability to assimilate information, assessing options and be confident in making recommendations for decision.
  • Formal qualification in information and records management and/or accreditation by a relevant professional body (e.g. IRMS, ARA, CILIP).



Desirable:


  • Experience of sensitivity review or overseeing TNA transfer processes. 
  • Experience of working within M365.
  • Public Sector experience.
