On behalf of Government Commercial Function, we are looking for a Finance Manager (Capability) - (Inside IR35) for a 6 month contract working on a hybrid basis and with an expectation of 3 days per week in the office in either London, Manchester, York
The Government Commercial Function (GCF) is a cross-government network procuring or supporting the procurement of goods and services for the government. Within that sits the Commercial Capability Programme (CCP), which develops commercial and contract management capability across all government departments and is expanding into other public bodies too, making for a unique and exciting opportunity to join the organisation
Role Overview:
The Finance Manager (Capability) will oversee month end cycle, budgeting, forecasting, various internal submissions/returns for workforce planning for 3 other divisions within the CCP. The Finance Manager will work closely with the CCP internal teams, the Cabinet Office finance team, other GCF central teams, and occasionally external government departments and public bodies. The work is fast-paced, and the job holder will play a key role in ensuring the sound financial management of their areas.
Both roles have senior responsibilities (stakeholder engagement at senior level, providing ‘cover’ for the Deputy Head of Finance, and budget and forecast management) as well as transactional responsibilities (e.g. accounts payable, admin for any team internal returns etc). Going forward, the finance team will evolve, and this role may include supporting other areas of the business.
CTC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.
As a Finance Manager (Capability) - (Inside IR35), your main responsibilities will be:
- Budget Management and Forecasting: Work closely with budget holders and service delivery teams to manage financial targets effectively.
- Month-End Process: Review, analyse, prepare, and post monthly accruals, prepayments, and other accounting entries; report significant budgetary variances.
- Internal Reporting: Prepare clear, accurate reporting packs; ensure budget holders have access to financial support through regular meetings and updates.
- Finance Business Partnering: Collaborate with stakeholders, build partnerships, maintain strong relationships, and manage data effectively to keep deliverables on track.
- Compliance: Ensure adherence to internal policies, financial reporting standards, and lead audit requirements.
- Financial Modelling: Prepare financial models for pricing projects and achieving deliverables.
Essential:
- Qualifications and Experience: Fully qualified or near completion of ACA, CIMA, ACCA, CIPFA, or at least AAT qualified with a minimum of two years' post-qualification experience in a financial environment.
- Technical and Analytical Skills: Ability to create templates, analyse and reconcile large volumes of data, manage finance cycles, and provide high-quality finance business partnering services.
- Interpersonal and Communication Skills: Strong written and verbal communication, excellent interpersonal skills, and experience in stakeholder management and using initiative to solve problems.
