On behalf of The Department for Transport VCA, we are looking for a Facilities and Estates Manager (Inside IR35) for a 6 month contract based 5 days a week in the Bristol office, please note there will be additional travel to their midlands office and these trips will be expensed
This post forms an essential part of the Finance and Resources team, with responsibility for the management of buildings, property and site services of the Eastgate Office Centre (EOC) and Midlands Centre (MC). This role also has the responsibility for the facilities, security, business continuity, H&S, sustainability and Term Service (Contracts (NEC3). The post holder also provides impartial advice to both staff and management across the agency whilst ensuring statutory compliance with all acts and regulations that affect the VCA, its estate and its employees.
To support the service delivery the post holder manages a small team of in-house staff and oversees the delivery of the total facilities management contract.
As a Facilities and Estates Manager, your main responsibilities will be:
- The monitoring of contract and supplier performance, implementation of appropriate commercial management tools and techniques to ensure delivery whilst ensuring value for money is achieved.
- Business continuity planning and conducting regular exercises to test and amend plans if necessary the daily planning, organisation and execution of Health and Safety activities across the Agency. Assessing Risks and advising on policy requirements,
- He/She will be the focal point for the provision of Health & Safety advice to all members of the Agency on Health & Safety matters.
- Investigating accidents/incidents/near misses on Agency sites.
- He/She will be experienced in identifying causes and will implement any changes to policies and procedure that may be required following the results of an investigation. The guidance and support will be taken from regulatory bodies such as the HSE/EA as well as from DfT peers
- Advising all members of the Agency on delivering sustainable services.
Essential Skills
- Extensive knowledge of industrial/commercial facilities and the management of assets and buildings for all associated hard and soft service provisions.
- Extensive experience of Health and Safety Management Systems, Risk identification and workplace H&S in both engineering and office environments.
- Knowledge and experience in legislation related to Health & Safety, Sustainability Facilities and Fleet management
- Experience of managing staff members, 2 direct reports
Qualifications
- NEBOSH qualification is essential
- IEMA qualification
- NSG65 managing health and safety
