Description & Requirements

On behalf of The Home Office, we are looking for a Procurement Manager (Inside IR35) for a 6 month contract based in London with Office attendance 2-3 days per week.

The Home Office covers three systems Homeland Security, Public Safety and Borders, and Immigration and Citizenship. These systems work collaboratively to deliver our cross-cutting priorities, whilst providing increasingly efficient and secure services for the public. These are difficult areas that can rapidly change in the global environment we work in – this makes us one of the most exciting and stimulating government departments in which to work.


This role is working on the Asylum Support, Resettlement and Accommodation (ASRA) programme


The current target for the Programme is to provide an additional 5,000 beds by the end of 2026. The site selection strategy has been modified to focus on the acquisition/ leasing of existing medium sized sites (200-700 beds) that are nearing the end of their economic life, e.g. hotels and student accommodation and to run “pilot” schemes with Local Authorities.


As a Procurement Manager, your main responsibilities will be:


  • To lead on a number of procurements to deliver the AAP target of providing an additional 6,000 beds via different forms of accommodation.
  • To lead on behalf of the Home Office the tactical procurement of a Professional Services Delivery Partner (Multi-Disciplinary Team RIBA 0-7 and Cost Management Supplier)
  • To support on the outcome of the AAP-ND strategy for medium sites and pilot schemes, covering the following procurements. Facilities Management, Security, Contingency accommodation
  • Support on commercial strategy.
  • Route to markets
  • Lead on tender documentation and cost models.
  • Tender publication and process lead.
  • Evaluation and tender recommendation reports.
  • Contract award.
  • Issue contract notices.
  • Complete Contract Management Plans.
  • Keep procurement systems (Jagger) up to date.


Essential:


  • End to end Procurement Experience
  • Experience in Property/Construction Categories
  • Experience using CCS frameworks
  • Managing Complex high Profile procurements
  • Public sector background
  • Proven Procurement delivery
  • CIPS Qualification


Desirable:


  • Use of e-procurement systems (ideally Jaggaer)
  • Experience in a property procurement category role preferred, including Construction, Facilities Management (Hard & Soft), Construction Professional Services. 
  • Commercial contract management
