Description & Requirements

On behalf of the MOD, we are looking for a Finance Manager – Commercial X (Inside IR35) for a 6 months contract based 2-3 days a week in Corsham

Preparation and submission of the Commercial X Programme monthly forecast in collaboration with Programme Director.


As a Finance Manager – Commercial X your main responsibilities will be:


  • Accurate and up-to-date Commercial X programme forecast.
  • Accurate and up-to-date actual spend based on verification of invoices and receipting.
  • Collation of accruals evidence in line with Finance standards.
  • For programme & pathfinder resources:
  • Maintenance of time tracker and approvals records.
  • Validation of supplier invoice values against time approved.
  • Engagement with resource providers to resolve queries.
  • Tracking of forecast spend against funding received (DIF & self-funded resources) and ABL.
  • PO values align with forecast spend.
  • In collaboration with Programme Director and project staff prepare required Business and Commitment Cases.
  • Complete assigned actions on Contract, Purchasing and Forecasting (CP&F).
  • In collaboration with Finance colleagues, identify, document and agree internal processes and reporting required for the Commercial X enduring team to be compliant with corporate finance processes.
  • (When agreed) Manage the Commercial X Operations in-year budget and submit requests for ongoing funding in future years.
  • Provide advice and guidance to Commercial Officers and Finance teams across Defence regarding the financial implications of the application of Commercial X ways of working ensuring that acquisitions are compliant and maximise mutual benefit to the supplier and Defence
  • Commercial X (finance-related) learning modules are aligned with agreed ways of working and are updated as required.
  • New ways of working relating to financial aspects of the acquisition lifecycle are identified, developed and embedded into Commercial X
  • Establish relationships with Finance teams across Defence to maximise adoption of Commercial X ways of working.
  • Increase understanding of the rationale behind and ambition of, Commercial X amongst enabling functions across Defence



Essential:


  • Qualified or part Qualified Accountant
  • Background in Financial Management or Similar relevant experience
  • Forecasting and Budgeting Skills
  • Project Finance Tracking experience
  • Good at explaining complex information
  • Strong Excel skills
  • Strong Stakeholder Management and Collaboration skills
  • Willing and Eligible to be SC cleared

  • MOD Experience
