On behalf of HSE, we are looking for X2 Procurement Officer (Inside IR35) for a 6 month hybrid contract based out of Bootle, Leeds, Nottingham, Birmingham, Bristol, Glasgow or Basingstoke.

As a Procurement Officer, your main responsibilities will be:
- Lead end-to-end procurement activity across the HSE.
- Partner with Contract Managers to develop Statements of Service Requirements.
- Produce ITT documentation and manage procurements through to contract award.
- Ensure compliance with PA23, PCR 2015 and procurement best practice.
- Support tender evaluation, negotiations and contract management activities.
- Provide procurement advice and guidance to business stakeholders.
- Train and upskill stakeholders on procurement processes and compliance.
- Build strong stakeholder relationships to deliver successful procurement outcomes.
- Use initiative and teamwork to achieve business objectives.
Essential:
- Proven end-to-end procurement experience within a regulated environment.
- Working knowledge of contract management principles and practices.
- Experience developing Statements of Service Requirements (SoSRs), ideally within Government or Public Sector organisations.
- Strong understanding of Procurement Act 2023 (PA23) and Public Contracts Regulations 2015 (PCR 2015).
- Ability to support and manage procurement activities from strategy through to contract award.
- Stakeholder engagement skills with the ability to provide procurement guidance and support.
Desirable:
- CIPS qualified or working towards CIPS (highly desirable).
- Experience procuring Professional Services contracts (desirable).
