Description & Requirements

On behalf of The Ministry of Justice, we are looking for a Commercial Manager (SEO) (Inside IR35) for a 6 months contract based remotely with ad hoc basis to travel to either London or Leeds. 


This role requires an Active SC clearance or be SC cleared. Due to the nature of the role, priority would be given to candidates with the necessary clearance but MOJ also accepts anyone willing to undergo and is eligible for the SC clearance.


The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.


Role:


Working within a busy and fast-paced commercial team, you will support the Senior Commercial Manager in delivering procurement and contract management activities across a varied construction portfolio. You will manage multiple priorities simultaneously, developing commercial strategies and leading procurement exercises from initial requirement through to contract award.


Projects typically include refurbishment programmes, security upgrades, maintenance works, and new-build construction projects delivered through professional service providers and construction contractors.


As a Commercial Manager, your main responsibilities will be to:


  • Lead and support end-to-end procurement activities across construction and professional services categories.
  • Develop commercial and procurement strategies that deliver value for money and support business objectives.
  • Manage sourcing activities throughout the procurement lifecycle, from requirement gathering to contract award.
  • Provide commercial advice and guidance to project teams and senior stakeholders.
  • Build strong working relationships with customers, suppliers, finance, legal and operational teams.
  • Support negotiations, contract variations and commercial change requests.
  • Administer construction and professional services contracts.
  • Support project sponsors with pipeline planning and procurement delivery.
  • Manage procurement activities through electronic sourcing systems, including Jaggaer.
  • Ensure compliance with government procurement policies, governance and regulatory requirements.
  • Contribute to continuous improvement, collaboration and knowledge sharing within the commercial team.
  • Support contract management activities where required across existing supplier relationships.


Essential:


  • Significant experience within construction procurement and construction-related categories.
  • Strong understanding of construction contracts, including NEC contract frameworks.
  • Experience managing procurement projects through the full commercial lifecycle.
  • Knowledge of public sector procurement regulations, including PCR 2015 and relevant procurement legislation.
  • Strong stakeholder management and relationship-building skills.


Desirable:


  • Experience working within a public sector organisation or government department.
  • Knowledge of construction industry contract forms such as NEC, PPC2000 or other industry-standard agreements.
  • Experience using e-procurement systems, particularly Jaggaer.
