Senior Transaction Manager – Development Finance

Homes England has launched the National Housing Bank, a government-backed investment platform to accelerate housing delivery across England.

With £16bn in capital, it will unlock private investment, support regeneration and accelerate housing delivery across the UK. Joining now offers a rare opportunity to shape a major new national investment platform from the ground up.


The role holder will originate residential development loans and take through an approval process with credit risk. The role is to originate, negotiate and structure deals that balance risk and reward, safeguard public investment, and ensure commercially sound outcomes.

The role holder will support small to medium sized enterprise (SME) developers and new entrants, contributing to market diversification and resilience.

Job Function

Real Estate Loans : We cover all aspects of Real Estate lending, including loan origination, execution, transaction management, and activity through lending partnerships and alliances. We manage the end-to-end process for loans, involving activities such as: originating and assessing new lending opportunities (including their strategic fit), negotiating deal structures and documentation, structuring loan transactions (including corporate and security structures) with a focus on delivery and recoverability, securing approval and executing transactions (instruction and assessment of comprehensive valuation, property, development, and legal due diligence). 


The opportunity

Responsibilities include:

    Engage with the market to review project proposals, ensuring they meet eligibility criteria.

    Assess borrowers' potential risk of default by reviewing their business model, balance sheet, and long-term business plan resilience.

    Identify risk mitigants and opportunities in proposals, negotiating deal structures and documentation.

    Conduct pricing according to organisational guidelines and assess borrowers' credit quality.

    Liaise with risk colleagues to understand material issues in each application.

    Work with external advisors to source required legal, financial, and valuation due diligence input.

    Review anticipated exit scenarios and support the transactions team through the approval process.

    Maintain good working relationships with key partners, including property developers, house-builders, investors, and the local professional community.

    Maintain strong links with colleagues, sharing knowledge, skills, and experience to support the role's successful execution.


Candidate profile

    Degree level qualification or equivalent experience in finance, banking, investment or real estate.

    Knowledge of the UK housing market, regeneration, and land investment.

    Understanding of investments across the equity and debt capital spectrum.

    Familiarity with professional property reports, valuation methodologies, and risk mitigating strategies.

    Familiarity with key UK investors and lenders, current market dynamics, and public policy.

    Experience in scoping, structuring, pricing, and assessing property investment projects, specifically residential development projects.

    Experience in negotiating related contracts and assessing funding structures to mitigate financial risk.
