Description & Requirements

On behalf of Crown Commercial Services, we are looking for a Commercial Manager (Inside IR35) for a 3 Month Contract.

Hybrid - 2 days per week in office to attend meetings etc.

Office locations - Liverpool, Birmingham, Newport, Norwich or London.


Crown Commercial Services (CCS) is the largest public procurement organisation in the UK.


The PROSPER Manager will support the delivery of the service working across small and large bronze and silver level departmental engagements with areas such as data analysis, RTM analysis and options, specification optimisation and advice surrounding premarket engagement. 


As a Commercial Manager, your main responsibilities will be to:

  • Develop and maintain an in-depth knowledge of routes to market for external resource; act as a source of expert insight and advice covering consultancy, contingent labour, statement of work and CCS’ Technology offerings. Provide challenge, strategic and market centric advice.
  • Provide professional services commercial guidance to peers and senior colleagues that draws on relevant procurement legislation, policy, information, supply market knowledge and commercial experience, while understanding business needs.
  • Deliver added value by having a deep understanding of market opportunities and relating those to customer requirements.
  • Identify and agree opportunities for savings and efficiency targets in HMG professional services spend on a project by project and departmental basis.
  • Challenge departments on resourcing strategy, identify and deliver savings and efficiency opportunities, and make informed recommendations
  • Assisting with projects and ensuring robust governance (reporting and controls) to manage plans, assumptions, risks, issues, dependencies, change control, quality, benefits, and costs. Providing high quality advice on go/no go decisions.
  • Successfully delivering innovative data-driven solutions on large or complex datasets, using core data techniques, including gathering and manipulating the data, applying analytical techniques and visualising results.
  • Undertaking monthly reporting of dashboards, KPIs, commercial benefits and performance feedback, engaging across the function to provide the reports. Lead on provision of data for ad hoc requests


Essential:

  • Experience of working in a commercial environment, either through working in procurement, supplier management or contract management.
  • Experience of developing and maintaining excellent working relationships with a wide, diverse range of stakeholders to deliver spend reduction targets and drive efficiency through assurance processes.
  • Experience of providing strategic advice, commercial challenge and assurance within categories of spend.
  • Proven track record of working in a complex fast paced commercial environment with potentially changing priorities in the private or public sector.
  • Impactful oral and written communication with colleagues across all levels in the civil service with potentially different perspectives.
  • Understanding of CCS frameworks used for Professional Services, for example the Public Sector Resourcing Framework, Non Clinical Staffing, Digital Outcomes, G-Cloud, Tech Services and Management Consultancy Framework 3.
  • Ability to extract complex MI and other information and present in a clear and consistent manner.
