On behalf of Crown Commercial Services, we are looking for a Senior Commercial Manager x 3 (Inside IR35) for a 3-month contract.
Hybrid - 2 days per week in office to attend meetings etc.
Office locations - Liverpool, Birmingham, Newport, Norwich or Lond
Crown Commercial Services (CCS) is the largest public procurement organisation in the UK.
The PROSPER lead will manage the delivery of the service, support reductions in professional services spend, and support implementation of the Consultancy and Sourcing Playbooks into government departments.
As a Senior Commercial Manager x3, your main responsibilities will be to:
- Assist with the implementation and growth of the PROSPER service.
- Building and managing strong relationships between the PROSPER service, HMG departments and the wider public sector; providing challenge, strategic and market centric advice.
- Challenge departments on resourcing strategy, identify and deliver savings and efficiency opportunities, and make informed recommendations to Cabinet Office Ministers.
- Identify and agree opportunities for savings and efficiency targets in HMG consultancy spend on a project by project and departmental basis.
- Provide expert advice on commercial risk management and deliver mitigation plans / strategies to manage identified risks at corporate level.
- Leading projects / programmes and ensuring robust governance (reporting and controls) to manage plans, assumptions, risks, issues, dependencies, change control, quality, benefits, and costs. Providing high quality advice on go/no go decisions.
- Build and own risk profiles and design mitigation strategies and contingency plans to address identified risks.
- Deliver added value by having a deep understanding of market opportunities and relating those to customer requirements.
- Delivering agreed pilots such as with HMG departments and Arms-Length Bodies (ALBs) to determine the future scope and growth of the PROSPER service.
- Develop and maintain an in-depth knowledge of resourcing routes to market; act as a source of expert insight and advice covering consultancy, contingent labour, statement of work and CCS’ Technology offerings.
- Liaise with stakeholders and customers at a variety of levels to present/promote the category products/procurement strategy via working groups, customer meetings, exhibitions and events.
- Lead on the delivery of engagement events and initiatives and reduce external spend through the embedding the PROSPER service and Consultancy / Sourcing Playbook principles.
- Lead on, develop and deliver initiatives, and run networking events / focus groups to ensure present and future customers are fully engaged.
- Operating in a strategic manner, leading on value-add initiatives and maintaining a journey of continuous improvement.
Essential:
- Experience of developing and maintaining excellent working relationships with a wide, diverse range of stakeholders to deliver spend reduction targets and drive efficiency through assurance processes.
- Experience of providing strategic advice, commercial challenge and assurance within categories of spend.
- Experience in ideally all of, or some of, professional services, consultancy, contingent labour categories and of public sector procurement.
- Experience managing large scale, high complexity projects or programmes. Applying and tailoring a range of methodologies and frameworks.
- Developing ambitious visions, strategies and plans based on benefits, securing organisational buy-in, and translating strategies into deliverable goals.
- Ability to constructively influence colleagues of all levels, bringing people together to ensure shared deliverables are met.
- Proven track record of working in a complex fast paced commercial environment with potentially changing priorities in the private or public sector.
- Impactful oral and written communication with colleagues across all levels in the civil service with potentially different perspectives.
- Ability to work in an ambiguous environment and feel comfortable making impactful decisions without having the full picture.
- Ability to lead a culture of continuous improvement driving efficient and new ways of working to establish CCS as a centre of procurement excellence
