Description & Requirements

On behalf of The Ministry of Justice, we are looking for a Commercial Manager Inside IR35 for a 12 month contract based Hybrid working (2 days per week in London office and remaining WFH)


The Ministry of Justice (MoJ) priorities include improving public safety and reducing reoffending by reforming prisons, probation and youth justice, and building a justice system which makes access to justice swifter and more certain for all citizens whatever their background. Project professionals in the MoJ help to improve the government’s ability to protect the public and reduce reoffending, and to provide a more effective, transparent and responsive criminal justice system for victims and the public.


About the role:

The successful candidate will have the opportunity to make a real difference to society by providing professional commercial support to the Prisoner Integrated Communications Service (PICS) project. PICS will replace the prisoner telephone service. Prisoner communication with family, friends, support services and legal organisations is critical to prisoner wellbeing, order and discipline, rehabilitation and reducing the likelihood of reoffending.


Candidates for this Digital & Technology Commercial post will provide direct support to PICS to prepare for procurement of telecoms services contracts.


The main duties and responsibilities of the Commercial Manager would be to:

  • Manage end-to-end procurement for telecoms services contracts, ensuring compliance with public sector regulations and frameworks
  • Collaborate with technical and business leads to create robust business cases, ensuring alignment with governance requirements and strategic objectives.
  • Prepare, review, and negotiate complex contracts to secure favorable terms while mitigating risks and ensuring legal compliance.
  • Build and maintain strong relationships with internal and external stakeholders, including Finance, Legal, technical teams, and suppliers, to achieve project goals.
  • Identify, assess, and manage commercial risks throughout the procurement lifecycle, ensuring adherence to regulatory and policy frameworks.
  • Work closely with technical teams to translate service requirements into clear, commercially viable specifications for procurement.
  • Analyze complex data and market intelligence to inform tactical and strategic commercial decisions, ensuring value for money and optimal outcomes.


Essential:

  • Experience of analysing complex information to make informed commercial decisions, both tactical and strategic;
  • Strong experience of helping business and technical leads in developing service requirements
  • Designing and implementing approaches which ensure effective delivery of the right outcome for the organisation:
  • Excellent stakeholder management skills and experience of working with and to a broad range of stakeholders;
  • Working with Finance, Legal and other specialist functions to understand and manage risks and to realise potential benefits;
  • Proven ability to deliver high quality work to tight and competing deadlines;


Desirable:

  • Experience in Telecommunications / Telephony / IT services
  • Experience of public sector contracts (e.g. Crown Commercial Service framework agreement call-off contracts)
