Description & Requirements

On behalf of The Home Office, we are looking for a Commercial Manager (Inside IR35) for a 6 month contract (TBC) based Remotely (Occasional travel for key meetings).

The Home Office covers three systems Homeland Security, Public Safety and Borders, and Immigration and Citizenship. These systems work collaboratively to deliver our cross-cutting priorities, whilst providing increasingly efficient and secure services for the public. These are difficult areas that can rapidly change in the global environment we work in – this makes us one of the most exciting and stimulating government departments in which to work.


The main duties and responsibilities of the Commercial Manager would be to:

  • Lead on and deliver key procurement activities and provide commercial leadership for blend of low value CCS framework as well as complex and strategic procurements and, that conform to the Home Office policies and assurance processes, and which comply fully with EU procurement law (in line with the Public Contract Regulations 2015).
  • Build and maintain relationships with key internal and external stakeholders to develop a clear and agreed view on the needs of the business and target outcomes.
  • Ensure that commercial risks are identified, understood, recorded, and managed at all stages of the procurement, and that ongoing risks are transferred seamlessly into contract management.
  • Production of financial analyses and projections and should cost models.
  • Production of the Commercial Business Case and contribute to the development of wider business case content and leading on defining the , the commercial strategy, procurement options, risks, and mitigations.
  • Work with business stakeholders and engage the market to refine requirements and procure critical goods and services or grants which support Home Office priorities.
  • Analyse the market and complete early market engagement activities to encourage suppliers to bid and to draw on the market’s expertise to inform the tender process.
  • Follow core procurement processes including but not limited to, using eSourcing systems and following commercial governance procedures
  • Deliver cashable savings and other financial/non-financial benefits against target.
  • Develop a deep understanding of the Technology supply markets, categories and business context providing options and opportunities from a commercial perspective looking at aspects such as developing requirements, options analysis for routes to market, risks, benefits, and Social Value.
  • Ensure that savings are identified, understood, recorded, and managed at all stages of the procurement and contract management.
  • Gather lessons learned from procurements and ensure these are documented to inform future projects and influence improvements in commercial processes, systems, and skills.


Essential:

  • Experience of delivering Public sector procurements preferred, whilst working as part of a wider commercial team
  • Experience of delivering procurement and commercial best practice.
  • Experience of working with third party suppliers,
  • Excellent understanding of the full Commercial Lifecyle.
  • Excellent organisational skills to manage competing priorities and deadlines.
  • Strong written and verbal communication skills.

  • Commercial contract management
  • Managing Exit and transition
  • Digital Data and Technology related procurement experience
