On behalf of The Home Office we are looking for a Commercial Specialist (Inside IR35) for a 60 day contract based 3 days per week in any nationwide Home Office location.

The role:
The Commercial Software Specialist will join the Home Office’s Software Commercial Category team and take ownership of the end-to-end procurement lifecycle for software solutions.
As a Commercial Specialist, your main responsibilities will be:
- Commercial Strategy: Develop and implement software sourcing strategies aligned with departmental objectives and government frameworks.
- Market Engagement: Conduct market analysis, supplier engagement, and benchmarking.
- Tender Management: Lead competitive procurement exercises, including drafting ITTs, evaluating bids, and managing clarifications.
- Contract Negotiation: Negotiate commercial terms, SLAs, and licensing agreements to ensure value for money and risk mitigation.
- Compliance: Ensure adherence to Public Contracts Regulations 15, Procurement Act 2023, Cabinet Office guidelines, and Home Office policies.
- Stakeholder Management: Collaborate with technical teams, programme leads, and legal advisors to deliver procurement outcomes.
- Risk Management: Identify and mitigate commercial, operational, and security risks.
Essential:
- SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.
- Proven experience in software procurement within a complex organisation.
- Strong knowledge of licensing models.
- An understanding of public sector procurement, and Procurement Regulation.
- Experience in managing software procurements and ensuring the best value for money (VfM) is obtained.
- Familiarity with Crown Commercial Service (CCS) frameworks.
- Excellent negotiation skills.
- Strong stakeholder engagement and communication skills.
- MCIPS qualification or equivalent.
